Stage 1: Strategic Assessment is the first stage of the infrastructure proposal development process. It supports the integrity and quality of further analysis which will be incorporated into the subsequent Stage 2: Options Analysis and Stage 3: Detailed Business Case.

The Stage 1: Strategic Assessment Guide supports agencies to substantiate and articulate a problem or opportunity and service need, and encourages agencies to ensure that the benefits being targeted are a priority for the Queensland Government. Stage 1: Strategic Assessment should initiate a broad investment discussion where agencies consider a wide range of potential initiatives, including non-build solutions.

To assist agencies, a suite of guidance materials supported by templates have been developed, and can be found on the resources and toolkit pages.

The purpose of Stage 1: Strategic Assessment is to identify potential ideas that could resolve the issues or develop the opportunity and evaluate whether any of the ideas have the potential to be viable options.
The key elements of Stage 1: Strategic Assessment include evaluating the service need and base case, holding workshops to generate ideas, and assessing these ideas against criteria to determine which could resolve the service need.
The outcome of Stage 1: Strategic Assessment is the identification of the service need and a potential longlist of options.
