The purpose of the Stage 2: Options Analysis is to assess potential options developed at Stage 1: Strategic Assessment. The Stage 2: Options Analysis uses a structured assessment process to narrow down a broad range of choices into a robust and defensible list of strong potential options. The shortlisted options should be analysed to identify preferred option/s for detailed analysis in Stage 3: Detailed Business Case.

The Stage 2: Option Analysis Guide supports the development of a quality, robust and transparent analysis with a continuous focus on effectively managing benefits, risks and stakeholder engagement.

To assist agencies, a suite of guidance materials supported by templates have been developed, and can be found on the resources and toolkit pages.

The purpose of Stage 2: Options Analysis is to narrow the breadth of options by applying rigorous evaluation criteria before assessing the viability of any remaining options. Stage 2: Options Analysis builds on the work of the previous stage.
Stage 2: Options Analysis involves developing criteria and applying optimisation techniques to narrow the options. The options’ viability is evaluated using socio-economic, environmental, financial and sustainability analysis and then ranked accordingly.
The outcome of Stage 2: Options Analysis is an updated service need, and with the preferred option/s being supported by robust analysis.
