The Stage 3: Detailed Business Case builds on the analysis of options undertaken in Stage 2: Options Analysis. This stage provides more comprehensive and in-depth analysis and evaluation on the preferred option/s to develop conclusive evidence of investment viability or lack thereof and to gain certainty of expected outcomes.

The Stage 3: Detailed Business Case Guide provides information on the implementation, governance and management arrangements for the successful procurement and final delivery of the proposal. Documenting the governance and assurance arrangements for the business case analysis assures investment decision-makers that the appropriate people, expertise and agencies have participated, and robust and evidence-based business case analysis has been undertaken.

Where project conditions do not allow for sequential completion of the previous Stages, Stage 3: Detailed Business Case should be adjusted to ensure that key analyses from earlier Stages inform the proposal’s development.

The purpose of Stage 3: Detailed Business Case is to evaluate the viability of the highest ranked option/s with surety of outcomes across all evaluation criteria and develop investment implementation plans.
Stage 3 involves in-depth analysis of preferred options, with consideration to social, environmental, economic, financial, and commercial factors etc. It sets up implementation, governance, and management arrangements for procurement and delivery.
The outcome of Stage 3: Detailed Business Case is that a business case is produced which provides clear, comprehensive evidence for decision-makers.
